The Oregon Department of Transportation will open bids at 9 a.m. on Nov. 19, 2026, on the OR99W: Corridor Safety & Intersection Improvements project, on the Pacific West and Salmon River highways (OR 99W and OR 18) near Dayton in Yamhill County. ODOT's notice, posted Oct. 22 as a four-week advertisement, gives a cost range of $10 million to $20 million and a completion date of Oct. 31, 2028.

The project is federally funded, under federal aid number S091(112), so Buy America requirements apply. ODOT says the cost range is preliminary and is not the engineer's estimate.

The scope

The notice lists approximate quantities. Among them:

  • 50,102 cubic yards of excavation and 25,421 square yards of subgrade stabilization;
  • 17,671 tons of asphalt concrete and 28,726 square yards of cold plane pavement removal (CPPR);
  • 3,884 feet of pipe, 12 concrete manholes, 23 concrete inlets and 22 sloped end sections;
  • 6,752 feet of concrete curbs, 12,067 square feet of concrete walks and 34,375 square feet of concrete surfacing;
  • 42,700 feet of thermoplastic striping, 2,350 feet of MMA striping and 1.7 miles of rumble strips;
  • lighting with poles, arms and wiring, and five flashing beacon installations;
  • two bioretention ponds, a water quality swale, three bioslopes and a filter strip.

Roadside items include 860 square feet of signs with 4,300 pounds of steel in sign supports, 256 feet of guardrail, 1,098 feet of fence, 670 cubic yards of topsoil, 10.6 acres of seeding, 7.5 acres of weed control and four mailbox supports.

Traffic control

Traffic control items include 4,500 hours of flagging, 500 hours of pilot cars, four automated flagger assistance devices, 9,925 feet of temporary barrier, seven temporary impact attenuators, a temporary traffic signal and temporary roadbed and surfacing.

Erosion control

Erosion and sediment items include 23,000 square yards of compost erosion blanket, 288 check dams, 11 construction entrances, 2,111 feet of sediment fence and 31 inlet protections.

Requirements

Bidders must be prequalified in either Earthwork and Drainage, or the combination of Asphalt Concrete Paving and Oiling and Miscellaneous Highway Appurtenances. The project requires railroad insurance, has asphalt and fuel escalation clauses and carries a 10% Indian employment preference goal. Like every ODOT project, it includes a steel escalation clause and minimum wage rates, and the prime must perform at least 30% of the contract with its own forces.

Who will want it

The dual class-of-work option means both earthwork primes and paving primes can bid. Either way, the prime will need subs: concrete flatwork, electrical for lighting and beacons, striping, signing, landscaping and stormwater, fencing, and traffic control. Yamhill County is in ODOT Region 2, based in Salem, and has 1,010 CCB-licensed contractors in this site's directory, and neighboring Polk County has 623; see the Yamhill County hub.

Two ODOT openings in November

This is the second of two large ODOT openings in November. The first, on Nov. 5, is the I-84 westbound Union Pacific Railroad Bridge project in Hood River, which ODOT prices at over $30 million and which requires prequalification in Bridges and Structures. The two jobs call for different primes, so a paving or earthwork contractor shut out of the Hood River bridge can still compete here.

ODOT publishes preliminary bid results by close of business on bid day, and award is not final until three working days after a notice of intent to award is posted, or until any timely protest is answered. The notice names Scott Nelson as project manager for technical questions.

Prime bidders must submit a prequalification application at least 10 calendar days before bid closing, which for this job is Nov. 9. See our ODOT bidding guide.
